Choose to spread the religion faster (or further), choose mosques - any of these will do.
But it is just too powerful a tool to pass on controlling it, right? So it might not be always the optimal route, but enhancing the religion while you are leading is the safest one, and whatever you might lose by sacrificing that prophet, you'll recover later. If you were fine with your neighbours' religions, chances are you'd still have at least some of the preferred beliefs in your cities and some of the bonuses associated. Then you'd probably want to have things under control too. Given the choices in the question (prioritize enhance or spread), I assume you are interested in founding, enhancing and spreading your own religion. Having both pagodas and monasteries (or mosques) in my cities is one of my priorities, so I prefer not to gamble. I noticed everybody wants pagodas, monasteries and mosques, for instance, and whenever I delayed enhancing my religion, I couldn't choose all those anymore. If you are late, you might not be able to choose the enhancers you wanted. There is a pool of choices and everybody draws from there. That depends on your priorities and how the game goes. No, it isn't always correct to enhance your religion ASAP, but yes, this is always the right choice, I'm pretty sure of that.
